The challenge

Apex Utilities, a leading Canadian utility provider, was up against the Windows 10 end-of-support deadline with more than 6,000 devices and a decentralized endpoint landscape that had drifted over years. Legacy Group Policies, a fragmented mix of hardware, and loosely managed compliance meant the path to Windows 11 was anything but a simple in-place upgrade.

What Apex needed was a migration that strengthened security, simplified management, and met compliance, all without grinding day-to-day operations to a halt. At that scale, and for an organization running critical utility operations, zero disruption was the whole point.

Our approach

Over six months, BITSUMMIT delivered a phased, end-to-end Windows 11 modernization for Apex. The goal was deliberately bigger than swapping an operating system: re-architect the management backbone underneath the fleet so it would be stronger and simpler to run afterward.

Apex Utilities Windows 11 migration framework: four phases of readiness validation, secure architecture design, wave-based rollout, and post-migration optimization, moving 6,000+ devices across 70+ waves at a 95%+ success rate with a 24/7 three-tier service desk, designed by BITSUMMIT

Phase one: validate readiness across the whole fleet

BITSUMMIT scanned all 6,000-plus endpoints for hardware, TPM, Secure Boot, and storage compliance, then audited the deeper layers, Entra ID hybrid join, Intune policies, application compatibility, Group Policies, and PKI certificates, and turned the findings into a readiness report, a gap analysis, and an upgrade roadmap.

Phase two: design the secure architecture

With the picture clear, the team defined update rings, Windows Autopatch, and the compliance strategy, packaged the legacy and production applications the business depends on, including NAV, Procure, and Kroll, and authored the Intune RBAC models, OS customization specs, and BitLocker and Conditional Access baselines that would govern every device.

Phase three: execute the rollout in waves

The migration ran across more than seventy structured waves aligned to business units, with Autopilot-driven enrollment and upgrade sequencing doing the heavy lifting, and a 24/7 three-tier service desk with live telemetry and clear escalation standing behind every wave.

Phase four: optimize and hand over

After migrating, BITSUMMIT tuned performance settings, analyzed user feedback, and monitored endpoint analytics, ran certification-ready workshops to bring Apex's own IT team up to speed, then provided a 30-day hypercare window before transitioning full support ownership.

The outcome

More than 6,000 devices moved to Windows 11 across core operations, and the migration held a success rate above 95% across all seventy-plus waves, with over 30 business-critical applications validated and deployed along the way.

The support experience matched the engineering. The 24/7 service desk answered in under two minutes on average, and fewer than 15% of cases ever needed to escalate beyond Tier 1. By the end, Apex's internal teams were fully enabled through structured training and a 20-day post-session support window, owning a Windows 11 estate that sits on a re-architected, far more manageable foundation than the one they started with.

Over 6,000 devices moved to Windows 11 across 70+ waves at a 95%+ success rate, backed by a 24/7 service desk - the whole management backbone re-architected, not just upgraded.
